City Rent vs Home Values (2026)

Zillow ZHVI home values, ZORI rent, HUD Fair Market Rent, and ACS median household income for 283 U.S. cities.

Zillow ZHVI[1] is the canonical metro/city home-value series; ZORI[2]is its rental counterpart. HUD's Fair Market Rent[3](50th percentile, 2-bedroom) is the Section 8 eligibility benchmark and often a cleaner proxy for a “market” rent in smaller cities with thin Zillow coverage. ACS median household income[4]closes the loop — it's the denominator in every affordability calculation worth doing.

How to read the Price-to-Rent ratio

Price-to-Rent = ZHVI ÷ (ZORI × 12). Classic rule of thumb: a ratio below 15 usually favors buying; 15–20 is neutral; above 20 usually favors renting. This is a rough signal — property tax, HOA, insurance, and expected appreciation all pull the decision around.

Price-to-Rent < 15 favors buying; 15–20 is neutral; > 20 favors renting. Green/yellow/red shading reflects those bands. This is a heuristic, not a recommendation.

Patterns Worth Noting

ZORI Beats HUD FMR In Major Metros

Zillow's ZORI (market-rate asking rent on listings) typically runs 15–25% above HUD's 2-bedroom Fair Market Rent in major metros — because FMR uses the 50th percentile ofrecent movers, which pulls in longer-tenured, rent-controlled, and voucher-assisted units. In smaller cities the two converge within 5%.

Price-to-Rent Tells You Who's Right

High-Price-to-Rent cities (San Francisco, San Jose, New York) are where renting has consistently beaten buying since 2010 for most would-be first-time buyers — until you factor in leverage and capital gains. Low-Price-to-Rent cities (Cleveland, Detroit, Memphis) offer rare positive-cash-flow rental investing. Cross-check with ZHVI at the state level for the bigger picture.

Rent Affordability (30% Rule)

HUD uses “rent burden” = 30%+ of gross income; “severely rent-burdened” = 50%+. For every city in the table you can compute this directly: monthly rent × 12 ÷ ACS median HHI. Major coastal cities regularly push median households past the burden line on rent alone.

How we compute this — methodology

Each row reads from listCityRent(), backed by the city_rent_hometable populated by three ETL scripts: zillow-research.mjs (ZHVI + ZORI), hud-fmr.mjs (HUD Fair Market Rent), and census-acs-state.mjs (ACS S1901 median household income). Each of the four fields per city is a SourcedValue<number | null> with its own retrievedAt — they can refresh independently.

Price-to-Rent formula: ZHVI ÷ (ZORI × 12). Missing values skip the ratio instead of coercing to zero. We do not make any attempt to inflation-adjust — both ZHVI and ZORI are nominal and very current, so the ratio is directly comparable across cities at any point in time.

Refresh cadence:Zillow publishes ZHVI + ZORI monthly (around the 15th); HUD FMR publishes annually at fiscal-year start (Oct 1); Census ACS 5-year publishes annually in December. The visible “Last reviewed” equals MAX(retrievedAt) across every field consumed on the page.

Known limits: ZORI coverage is thin in cities under ~250k metro population — we fall back to the cities.tsmedian rent / ACS rent cross-tab in those cases. Always check the rows where the value shows as “—” — it means the ETL couldn't reach a primary source for that city.
